This is Rottenburg in Germany. They do a specialty here known as the Schneeballen, which is kind of like funnel cake in a ball with various coatings of sugar or chocolate. It tastes kind of horrible, but they look nice put behind the famous townscape with the cats as one of the main ingredients. It seemed appropriate for October because of Halloween and all the candy. The houses here are reminiscent of the Hansel and Gretel witch house, I think, and witches are very Halloweeny.
